The Service
The Learning and Skills Service is externally funded through the Education and Skills Funding Agency (ESFA) grants and contracts or earned via the Apprenticeship Levy. The service also attracts a number of small grants for specialist work and is a sub-contractor for two large Department of Work and Pensions (DWP) programmes, the Work Programme and its successor the Work and Health Programme. It delivers the Northumberland element of the regional Generation North East programme which is funded through the Cabinet Office. The service provides:
• targeted careers guidance for school-age children and for 16-18 year olds who are not in education, employment or training (NEET);
• work related learning activities for school age children;
• supported internships, traineeships and apprenticeships;
• study programmes for young people and adult education including technical and professional education;
• employability support and coaching for young people and adults participating in Work Programme, Generation North East and Work and Health Programme.
The service is organised into the following areas:
• Quality and Organisational Development (including quality assurance and professional development, technology infrastructure, e-learning, exams and assessments)
• Programmes (providing entry routes into the service via careers guidance, employability, Apprenticeships and Traineeships, and Young People’s and Special Educational Needs and Disabilities (SEND) Coaches)
• Curriculum and Skills (delivery and teaching in health care and education, science and humanities, business technology and commerce, English, maths and languages, construction and engineering, leadership and management)
• Learner Support (covering additional learning support, student counselling, safeguarding and Prevent, equality and diversity and health and safety)
• Corporate Services and Business Development (including data and finance, marketing and communications, external projects and business development)
The service uses its funding effectively to widen participation, target areas of deprivation, and reach under-represented groups in learning. It is mainly positioned as a provider of second chance education, professional and technical education. Provision is developed in line with national priorities, North East Local Enterprise Partnership, the ambition for the North of Tyne Devolution and Borderlands, as well as local priorities and need.
The role
The Senior Lecturer post is to lead and develop the areas of delivery in administration, business skills, customer service and retail. This is mainly in apprenticeship frameworks and standards, but developing the small offer for study programme and adult education budget provision. This post has a strong focus on organising the caseloads of staff, the delivery of provision and ensuring the quality of education provision, assessment and verification. The post holder will need to be an effective planner, support timetabling of an effective off the job timetable, and be ambitious and supportive about the development of Apprenticeship Standards and E-Portfolio. You will need to be confident about working with awarding and end assessment organisations and well versed in managing external verification and inspection meetings. The post is to work with a range of permanent and sessional lecturers and support staff across the county whilst having a main location with the core team of staff in Cramlington.
The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
