The Role You will actively contribute to the services of the Property Services' Design Team and delivery of capital programmes and projects for in-house and external clients. As the Programme Finance Officer you will be responsible to the Quantity Surveyor and Managing Architect. The role will provide management of financial and project data relating to Capital Programmes. The role will contribute in ensuring that construction related projects are kept within the approved budgets and correct internal processes have been followed. This role will significantly contribute to ensuring compliance with year-end procedures, including calculating slippage and compiling creditor schedules for the capital programme. You will account for and reconcile interim payments on construction schemes ensuring that contract sums are not exceeded and audit trails are maintained. You will investigate and correct coding errors witihn financial systems. The successful candidate is required to work with the appointed project teams and to support colleagues in construction and design related project finance activities, including (but not exclusive to): assisting in e-procurement activities; ensuring budget profiles are amended following changes; preparing orders from contract documentation; monitor professional fees for the capital programme from both external consultants and NCC staff ; process accounts for payment; interrogate financial information systems to provide regular and ad-hoc reporting; creating complex spreadsheets; and collating and analysing data. You will be part of a team which maintains the internal project/asset filing system for their area of project work, including paper and electronic file storage; specialist databases, client or asset records. You will provide a professional service which will include being an efficient and courteous off-site point of contact for the Design Team, responding directly to routine finance enquiries and corresponding with contractors, external consultants, colleagues, external and internal clients, members of the public etc. This post will be based at County Hall, Morpeth, but with the potential to work from home for a percentage of the working week.
