Reporting to our Assistant Director of People Management our Learning and Development Manager will lead and manage a team, support the development of our people strategies and plans, working within our corporate People Management function.

You will work in partnership with Council Service leaders and managers, supporting the co-development of our learning agenda, to create a learning organisation and a culture of continuous learning and development, supporting our organisational change programme.

You will develop and deliver a learning and development programme for the Organisation, including induction, leadership and management development, and essential learning; to support our culture and values, and to ensure a workforce skilled for the future.

Successful candidates will have:

• A degree and CIPD membership, or equivalent.
• Significant experience and a successful track record of identifying training needs, developing and implementing learning and development programmes, and evaluating learning outcomes in a large organisation.
• The ability to build effective and trusted relationships and work collaboratively with others
• The ability to lead and manage a team
