The Service
The Business Systems Team is part of the Council’s Revenues and Benefits Service based in Ashington. The Revenues and Benefits Service has 125 FTE’s and the primary Revenues functions are the assessment, billing, collection and enforcement of council tax, business rates and sundry debt. The primary Benefit functions are the assessment of entitlement for housing benefit, council tax support, blue badges, concessionary travel, free school meals and the Northumberland Emergency Transition Support (NETS) scheme, as well as the payment of housing benefit and the collection of overpayments.

The role
The Business Systems Team underpins the Service by supporting, maintaining and developing Revenues and Benefits hardware and software applications and systems.

The role involves leading a small busy team responsible for administering and maintaining the IT systems and applications used by the Service. The team supports the Service and managers on all IT related issues by providing high quality responsive applications and systems, correct configuration, proactive monitoring and provision of advice and guidance whilst ensuring business continuity.

A key part of the role is to support the ongoing development of the Service by utilising new system functionality. The successful candidate will be enthusiastic, self-motivated and proactive.

You will have excellent ICT skills with experience in a systems administration or support role, and you must have experience of the Northgate Public Services Revenues and Benefits system as well as document management systems, ideally Northgate Public Services Information at Work or Enterprise. You will act as a point of reference and expertise for Revenues and Benefits applications and manage and support change in this area and be able to work collaboratively and in partnership.

You must have excellent interpersonal and communication skills in order to support the Council’s commitment to provide excellent customer service. You must have an awareness of the General Data Protection Regulation, and a high degree of confidentiality is essential.

The role is key to maintaining a high performing service. Leading by example, you will motivate and effectively manage the team and colleagues to continuously improve the Service. Supervisory experience is required.
You must be able to meet tight timescales and deadlines, work on your own initiative, and make balanced judgements to overcome day to day operational problems.
